Update on the NAWS Project -

NAWS LAWSUIT
On March 18, 2008, the Federal Court approved the state and federal request to proceed with design and construction activities for the Northern Tier NAWS projects, which do not affect treatment decisions. The Northern Tier includes the pipeline and facility projects north of Minot. Priority is on the Kenmare/Upper Souris and Mohall/All Seasons facilities.

ENVIRONMENTAL IMPACT STATEMENT
The draft Environmental Impact Statement on the NAWS project was released to the public in December 2007. The comment letters received are posted on Reclamation's website (http://www.usbr.gov/gp/dkao). Public Hearings were conducted in February. Reclamation is working to address the comments received on the draft Environmental Impact Statement.

ADVISORY COMMITTEE
The NAWS Advisory Committee met on January 22, 2008, in Minot. The discussions included schedule on public hearings for the draft EIS, request to Federal Court to allow design and construction on the Northern Tier projects, and status of the ongoing construction contracts.

CONTRACT 5-2B
The contract includes a 750,000 gallon reservoir and a 500,000 gallon storage reservoir along the contract 2-2B pipeline between Minot and Berthold. The ring wall for the tank near Speedway Hill was poured on November 15, 2007. The ring wall for the tank near Berthold was poured on April 21, 2008. The contract was awarded to Engineering America, and a Notice to Proceed was issued on October 31, 2007. The contract cost is $1.1 million.

CONTRACT 2-2B
The line between Burlington and Berthold has been pressure tested and has passed the BacTs. The pump stations will be delivered and installed this year. The contract was awarded to Northern Improvement on May 10, 2007. This Berthold Line contract includes 20 miles of 16-inch to 10-inch pipe and three booster pump stations between Minot at Highway 52 and the community of Berthold. Construction activities started the week of June 25, 2007. The contract cost is $3.2 million.

CONTRACT 2-2A
The contract covers 9 bores and 4 miles of 36-inch to 24-inch pipe and associated facilities, within the city of Minot, which includes pipeline from the high service pump station west to Highway 83 bypass, south to Highway 52 and north to North Hill. Construction activities started the week of June 4, 2007. The bores have been completed. The remaining pipe laying work is along the 83 bypass on the north end of the gravel pit heading north to North Hill in Minot. The contract was awarded to ERS Constructors, of Colorado on April 19, 2007. The contract cost is $7.2 million.

CONTRACT 2-1D
This contract includes the 15 miles of 36-inch pipe and associated facilities between Lake Sakakawea and Max. Pressure testing and contract closeout are expected in 2008. The contract was awarded to Molstad Excavating, Grand Forks on March 10, 2005. The contract cost is $9.7 million.

CONTRACT 4-2A Interim
This contract is an interim 2400 gallon per minute pump station near the Minot water treatment plant which will provide service to the South Hill and Berthold pipelines while the Contract 4-2A is being constructed. The contract was awarded to Construction Engineers, Grand Forks, ND on February 4, 2008. The contract cost is $0.2 million.

Contract 4-2A
This is the 18 million gallon per day High Service Pump Station and 2 million gallon storage reservoir located near the Minot Water Treatment Plant. The notice of award was signed on April 25, 2008 with John T. Jones Construction, Fargo, ND. The bid amount is $12.4 million.
