2013-2015 Water Development Report Underway

The State Water Commission (SWC) has initiated the process of updating the State Water Management Plan by creating a Water Development Report for the 2013-2015 biennium. To make this process a success, the Water Commission needs help from project sponsors inidentifying North Dakota?s potential water management projects and programs, the timing of their implementation, and their estimated costs.  To collect this information, the Commission has sent project information forms to water boards, cities, rural and regional water system managers, and other known water project and program sponsors.

As in the past, the product of this effort will become the foundation of the Commission?s budget request to the Governor and Legislature.

DL Flooding Once Again An Important Topic At RRBC Conference

The Devils Lake flooding situation was once again in the spotlight at the Red River Basin Commission's annual conference in Winnipeg, MB (January 24-26).  Speakers at the Devils Lake sessions included Devils Lake Basin Manager, Jeff Frith, who gave a presentation on the ongoing infrastructure protection efforts throughout the basin; State Engineer, Todd Sando, who discussed the Devils Lake outlet projects and the Tolna Coulee control structure; and Col. Michael Price, USACE and IRRB Co-Chair, who presented on the Devils Lake and Red River Basin fish parasite and pathogen risk assessment.

There are several funding assistance programs available for individual irrigators and for irrigation districts in North Dakota. These programs, provided through the Bank of North Dakota, the Natural Resources Conservation Service, and the North Dakota State Water Commission, are listed below:

PROGRAMS FOR INDIVIDUAL IRRIGATORS:
* AgPACE (Bank of North Dakota) -
An interest rate buy-down program available to farmers to create an on-farm business intergrated into the farm operation.
* EQIP (Natural Resources Conservation Service) -
Offers farmers and ranchers a tool to address their water-related natural resource concerns, while achieving environmental benefits.

PROGRAMS FOR IRRIGATION DISTRICTS:
* Cost-Share for Irrigation Development (North Dakota State Water Commission) -
Cost-share up to 40 percent of eligible items available to political subdivisions, such as irrigation districts.
* Capital Financing Program and Irrigation & Related Facilities Program
(Bank of North Dakota, North Dakota Public Finance Authority)
Available to qualifying organizations, including irrigation districts, for equipment and water supply infrastructure.
